The film centres around a small town where a hapless bunch of amateurs try very hard to get on with the day to day business of running a council without realising their own daft actions are the source of every calamity that happens. The hilarious intertwined storylines start off with some minor events which quickly expand into major disasters as one by one each of the hopeless Councillors fall foul of each others incompetence. The whole tale is expertly crafted by a superb cast and a great performance from Hattie Jacques as the over bearing Clerk Mrs Pinocchio.
